The Soviets had intended to widespread issue the Samozaryadnaya Vintovka Tokareva, Obrazets 1940 goda, with the goal of having roughly 1/3 of their soldiers carrying them.  These hopes were dashed when the Germans launched Operation Barbarossa in 1941 and hundreds of thousands of SVTs were captured in the first month of combat, and the Russians reverted to producing Mosin-Nagants once more.
