While gun owners are well aware of this fact, it's somewhat shocking to see ABC News cover what's going on in Omaha, where shootings and homicides have declined considerably over the past 15 years; not because of any new gun control laws but thanks to a strategy of focusing law enforcement and community efforts on prolific and at-risk offenders.
