Co-hosted annually by the Second Amendment Foundation and Citizens Committee for the Right to Keep and Bear Arms, the Gun Rights Policy Conference brings together Second Amendment advocates and activists from all over the country. During the September 27 awards luncheon, Arizona State Representative Quang Nguyen, R-11, was named the CCRKBA 2025 “Legislator of the Year.”

The award reads: “In recognition of his work on the Arizona House Judiciary Committee defending the Second Amendment.”

Nguyen is no stranger to GRPC, having been invited to speak and participate in past conferences. Nguyen has been a guest on Heavy 100 recipient Mark Walters’ Armed American Radio show over a dozen times to discuss Second Amendment issues in the Copper State.

CCRKBA is the sister organization of SAF and a 501(c)(4). Founded in 1971 by CCRKBA Chairman Alan Gottlieb, CCRKBA predates NRA-ILA by several years.

“I have rarely encountered a public servant as principled and tireless as Representative Quang Nguyen of Arizona,” said CCRKBA Chairman Gottlieb. “Since his first day in office, Representative Nguyen has stood as a stalwart voice for your rights and mine, not just voting the right way, but leading from the front, shaping the debate, and holding the line against those who would erode our freedoms incrementally.”

This is not Nguyen’s first recognition for his stewardship of the Second Amendment.

In 2021, Nguyen was named “Legislator of the Year” by the National Shooting Sports Foundation. NSSF said he was being honored “for his determined commitment to protect the firearm industry against frivolous lawsuits, recognizing the firearm industry as ‘essential’ during state emergencies and preserving America’s Constitutional Second Amendment rights.”

Arizona Citizens Defense League named Nguyen "Legislator of the Year” in 2023 for his “work in killing anti-RKBA bills, promoting and passing numerous pro-rights bills, and working with Maricopa County Attorney Rachel Mitchell to stop the city of Phoenix from sending seized firearms out of the country in violation of both state and federal law.”

In 2024 AzCDL again honored Nguyen for “his steadfast commitment to protecting Second Amendment rights.” It was noted that Nguyen “plays a key role in advancing legislation that defends the rights of gun owners in Arizona, while blocking efforts aimed at undermining those protections.”

Accompanying Representative Nguyen to the 2025 GRPC were Arizona House Speaker Steve Montenegro and Representative Nick Kupper. CCRKBA’s Mark Walters hosted a “Fireside Chat” that included Speaker Montenegro along with Montana Attorney General Austin Knudsen and Utah House Majority Whip Karanne Lisonbee.

“It is an incredible honor to be recognized by the Second Amendment Foundation as Legislator of the Year,” said Representative Nguyen in a statement. “I will always defend the Constitution as written and protect Arizonans’ right to self-defense. I am grateful to Speaker Montenegro and Representative Kupper for standing with me in defense of the Second Amendment. House Republicans will continue to lead Arizona in the fight to preserve our rights.”
