Carrying a firearm you can legally own without a government-issued permission slip isn't a crime in more than half the country, but thanks to Republican leadership in Louisiana, the non-violent possessory offense is still on the books and is being used more often than ever in New Orleans, though the Times-Picayune reports that while police are making more arrests, prosecutors are dismissing more of the cases outright.
